Topic membership means an entity concerns a subject. A CrossRepoRelation is an entity-to-entity link with method and evidence.

OFFICIAL_REFERENCE requires source-backed evidence for the relationship itself. IDENTIFIER_MATCH is deterministic. RULE_BASED topic edges are not stored as if they were citations.

No GIS polygons are stored on the primary geographic entity. A later geometry layer can attach to the same identifiers.
